With the aim of the detection and prevention of crime and safety of staff, students and visitors. The system is subject to the Security Services CCTV Code of Practice.

This code of practice reflects the guidance issued by the Surveillance Commissioner and complies with all 12 guiding principles of the Surveillance Camera Code of Practice.

Security Services has achieved full certification against the Surveillance Camera Code of Practice; this means the system and management are independently reviewed on an annual basis by an external third party.

Our CCTV operators have received training relevant to their role in relation to the GDPR, Data Protection Act 2018, Human Rights Act 1998 and the Protection of Freedoms Act 2012.

Operators receive annual and refresher training from the internal trainer based on the annual review.

Our CCTV system is the subject of an independent annual review and the annual report is produced by the Operations Manager.

We have developed a Data Protection Impact Assessment for our CCTV system to ensure cameras are not positioned or operated in a manner that is likely to cause a disproportionate impact on privacy.

A copy of the Data Protection Impact Assessment is held centrally by the Information Compliance Team and requests to review the document should be sent to information.compliance@admin.ox.ac.uk.

CCTV images of people are personal data and are covered by the Data Protection Act (DPA), and so is information about people which is derived from images – for example, vehicle registration numbers. 

Most uses of CCTV by organisations or businesses will be covered by the Act, regardless of the number of cameras or how sophisticated the equipment is.

Individuals are entitled to request copies of CCTV images, these requests are processed under the Data Protection Act 2018 as Subject Access Requests or under the Freedom of Information Act 2000 as Freedom of Information requests. 

Both types of request are handled centrally by the University Information Compliance Office in the Council Secretariat. There is no requirement for individuals to refer to either piece of legislation when making their request.
